Combi Boiler question?

I Baxi Platinum 33kW boiler installed under pressure from a supply network to 2.0 bar. When heating is switched on pressure approaches the boiler 3.0 bar and the PRV discharges water through the tube release of external pressure. When the boiler is turned off and cooled several hours Later, the pressure remains high at 2.7 bar .... No download PRV. Again, when you turn it goes up and released again. The filling of the loop remains in place, but is isolated and has found it can work. Occasionally, the boiler is short and shows a low pressure warning and after a couple of pressure Weaks down to 1.2 bar. Any idea what the problem might be because I'm baffled. How can the maintenance system 2.8 bar when cold? All without heated radiators cold spots. Thanks

Turn the composition of the water supply valve and release pressure manually by opening of the VLP with the hand after the boiler to cool. If the pressure drops, there was no air in the boiler. Otherwise, the indicator is off caliibration. Not forget to take into account the static load.
